经济学背景申请公共政策专业的经验小结

背景：南方某重点大学本科，EE；清华硕士，EE；香港某大学硕士，Economics
过往申请经历：05年，只获美国2个ad，蛮失望当时；于是过来香港念MPhil
TOEFL： 627/4.0，听力一般（英语还要继续提高）
GRE： 600/800/5.5(运气不错)
陶瓷：基本没有
GPA：本科Rank：1/92; 清华不高，大概85/100，上过几门经济系研究生的课;
香港，3.78/4，major 3.86/4
Appiled： a lot ha, 20 Universities，21 Programs(mainly economics)

亮点：本科成绩，在香港研究生的成绩，还有老师的推荐信；数学背景（成绩总体不错，也拿了不大不小的奖）经济学背景（但跟清华北大等学校的牛人比，不算突出）
弱点：清华的成绩不高；研究生几门经济学主干课没拿A；
研究还不够突出，没有去会议present(不够积极呵），也还没投paper；（当然economics的英文期刊不是那么好投的）
因此没去套海外教授的推荐信。这些阻碍了进top10的economics，也使进top20的economics不太容易。

能拿到Harvard的原因（自己推测的）：
public policy phd也看重数学基础和经济学背景，我ps提到的也是economics的track，这一点我应该在申请public policy的人中outstanding了；现在我做的基本算是
development economics这一块，跟它家算是比较match；ps写的还是比较能吸引它家；writing sample不算很好，但也显示了一定的研究能力；policy memo就2页纸，临时改自我另一篇paper，写得还行吧，有研究基础做依据，不是凭空来的。总的来说，我的academic背景在申请public policy的人里头很突出，但在申请economics的人里头算不是top，当时申请时也考虑到了这一点。结果也的确如此：很多 top10，top20的economics program都轻易把我拒了。

选择Harvard Kennedy的原因：
Harvard Kennedy是我的dream school。虽然从academic economics的角度看，那个program比不上它家的另一个program（PEG），也比不上好些top10的economics。但也有好几个我喜欢的大牛，我自己也更喜欢偏政策应用一点的研究。而且harvard和boston的学术环境是没得说的。（harvard kennedy，harvard economics，harvard politics，mit，bu，bc）。最后，既然princeton和stanford轻易拒了我，就不用犹豫去哪了。

心得：1 Econ不好申，如果不是在中国学生里头属于最top那几个；所以要多申一些，一颗红心，两手准备。根据自己实力，既试试top的，也要申请后面一点的。即使是我认识的拿到好几个top10的巨牛，也申请了十五六个学校。
2 有时候可以试试其它program，比如商学院或者公共管理学院，甚至(其它)社会科学等，看各人实力和研究兴趣。对自己实力不是特别有信心的，也可以申请北美之外的program，做为缓冲或者最终落脚点。
3 要仔细研究各个program的要求和profile，要跟它们match。当初申请kennedy，仔细看了它的网页，并询问了两个重要问题：没有全职工作经验行不行；没有MPP行不行。结果那边回答说全职经验不重要，兼职或者义务工作也可以；没有MPP不要紧，Econ master是个excellent的背。于是就申请了。

Personal Statement by xxx

My growth has always taken place alongside the development of China. During the last twenty years, I have witnessed many great changes within my country. Even as the average speed of our GDP’s increase has been a shocking 9.4% for the past twenty-six years, the increase of international trade and openings in China has occurred exponentially faster. Even to a young teenager, it was clear that understanding the field of economics was the key to understanding and forwarding China’s progress, and I was curious about the rules that governed economic development. At that time, I made my decision to study economics.

With strong interests and curiosity, I enrolled in XXX University. Since I thought enterprise was the most important body of economics, I chose Business Administration as my major. In four years of undergraduate study, I learned a lot about Business Administration and its relevant knowledge. As I knew more about nowaday economics environment and international economics environment, I gradually realized the big difference between Business Administration and economics and the importance of economics. Moreover, I found economics was more interesting than I thought before. Thereby, I spent most of spare time reading material on economics. I realized that economics was not only to study society, but the relationship between man and society. What’ more, economics is aimed at prompting the settlement of social problems by introducing political problems. My study of economics not only helped me a lot to study, but made me understand the world better.

Although I like reading books about economics, I am not a nerd who knows nothing except book. Instead, I am a person who attaches importance to practice and I cherish every opportunity to combine theories with practice to deepen my understanding of my knowledge and strengthen my hands-on experience. One of the most significant programs that I participated in was University Resource Plan（URP）that was aimed at making full use of management resource based on analysis on environment (including the university internet, offices etc.), resource (documents, static information of students etc.) and application (administration of different departments, administration of information feedback etc.). In this project, I took charge of design, administrating team, testing project and implementation. The program was more difficult than it looked. During the design period, as the information system was not popularized, the work administration and teaching administration were man-made. Therefore, we had to deal with the boring business—collecting information about the details and flow of student administration, education evaluation flow etc.. After several days’ hard work, I built the original data of teaching administration and the operation flow of xxxxx Normal University, according to the analysis on the information that we collected. Later, with my suggestion, we established a simple consumption-supply economical model, with the hope of evaluating the potential supply in the view of economics. The model in practice played a role of prediction and guidance, which helped a lot to make full use of teaching resource. In this program, I learned a lot, including how to collect information efficiently, make plans for research program. It also improved my analysis ability. Moreover, the program strengthened the importance of economics in my mind.

With a lot of research experience and knowledge, combined with my major, I easily entranced the XXX Company which a famous enterprise. Our company mainly deals with multimedia execution and architecture animation. As our customers and projects refer to many fields, I always carry out cost-income analysis which reflects customers’ requirements, cost and final effect, according to project’s characters before I scheme each project. Thus my projects usually meet customers’ requirements. Owning to my outstanding performance, I was prompted to be the project manager. Then more challenges come to visit me. I find that to fix a price for commodity and service is extremely in the business of our company in the fierce competition. At this time, I often congratulate that I learned something about economics. With my knowledge and analysis, in my projects, I always make out a basic frame-“xxx”, which is aimed at predicting price strategy should be made according to requirements flexibility of different commodity and service. In this way, the possibility of the failure of our products is greatly reduced, which is pioneering work in our company.

My academic research experience and work endow me a lot of knowledge that I can’t get in class and strengthen my strong interests in economics. At the same time, I realize the big gap between the knowledge that I have known and what is needed in practice. Therefore, I am eager to experience the education that is more professional and more fits me. At present, China is developing rapidly and the economy globalization is on its way. My growth has always taken place alongside the development of China. During the last twenty years, I have witnessed many great changes, especially in respect of economy within my country. From what I have seen, I realized the importance of economy. Without economy, a country would risk at clasping; without economy, society would be a mess; without economy, enterprises would not exist any more. In a word, economy is closely concerned with every respect of society. As an ambitious young girl, I am extremely interested in economics and have decided to devote myself to this field.

My curiosity about economy aroused when I was in middle school. At that time, I already found its value the first time. I saw analysis theory model that was used to explain economic phenomenon. Moreover, economics was something like encyclopedia, most of which could be applied to actual life. From then on, I made my decision to study economics some day. Fortunately, I stood out in College Entrance Examination and got registered into Economics Department, xx Institute of Technology, a prestigious economics university in China. However, in the beginning, I did not achieve what I should start with. Later, under my teachers’ instruction, I broadly read relative books and got on the track in a short time. Since I knew economics was closely concerned with practice, I actively took part in all kinds of activities and developed strong leadership and ability of solving problems. With the idea that I would make people know more about economy and attach importance to the development, I chose the work that had something to do with economic report after graduation.

Aside from my beneficial educational experience, I often congratulate my luck to work as a journalist in China Financial & Economic News since August 2006, which is the most influential Chinese newspaper on finance and economics. In such a famous newspaper office, I had more chances to deal with some reports about important business events. I seriously treated each event and earnestly wrote each report. As a result, almost all of my reports were published, some of which were graded as excellent articles due to my special views and profound analysis.The most significant one was the report on xxx Expo. Since this was the first xxx Expo, there was no relative report before. Owning to my diligence, preciseness and efficiency, I was assigned to take charge of the news report about the affairs of Enterprise Department and International Department of Financial Ministry, xxx Bank PRC Resident Mission, and xxx PRC Resident Mission, which is the most difficult and challengeable task in our office.
